U.S. President Joe Biden has imposed sweeping increases in tariffs on a wide array of Chinese imports, aiming to shield American workers and companies from China’s unfair trade practices. This move represents the latest escalation in the ongoing U.S.-China trade war and affects $18 billion worth of imports from China, including steel, aluminum, semiconductors, electric vehicles (EVs), batteries, solar cells, medical products, and ship-to-shore cranes. Under Section 301 of the Trade Act of 1974, the tariff rate on specific steel and aluminum products will surge from 0–7.5% to 25% in 2024, while tariffs on semiconductors are set to double to 50% by 2025. Of significant note, tariffs on EVs are slated to soar from 25% to 100% in 2024 in a bid to address the “substantial risks of overcapacity” as stated by the White House. This decision comes in light of China’s 70% growth in EV exports from 2022 to 2023, which has posed a threat to production investments elsewhere. Tariffs on lithium-ion EV batteries will increase from 7.5% to 25% in 2024, with a similar increase slated for lithium-ion non-EV batteries in 2026. The tariff rate on battery parts will also jump from 7.5% to 25% in 2024. Furthermore, the tariff rate on solar cells will climb from 25% to 50% in 2024 to safeguard against the effects of "China’s policy-driven overcapacity that depresses prices and inhibits the development of solar capacity outside of China". The Biden administration is also set to introduce a 50% tariff on syringes and needles and a 25% tariff on ship-to-shore cranes.
